Threshold behaviors — decide what happens at the limit

Choose per License what a reached quota does: soft-block, hard-block, grace period, or notify only, with overrides per entitlement and per Instance. Set the warning point yourself — 50%, 70%, 90% — instead of a fixed threshold. The flexibility enterprise contracts ask for.
